XIV. THE RELEVANCE OF THE ICPD PROGRAMME OF ACTION FOR THE ACHIEVEMENT OF A GLOBAL PARTNERSHIP FOR DEVELOPMENT United Nations Conference on Trade and Development (UNCTAD)

This note focuses on targets 12 to 15 of the Goal 8 of the Millennium Development Goals on global partnership for development. Although Goal 8 contains 7 targets (from target 12 to target 18), this note focuses only on targets 12 to 15. These targets seek, at least in part, to foster good governance and to strengthen international support measures to developing countries in general, and to the least developed countries, small-island and landlocked developing countries in particular, notably through increased official development assistance (ODA), debt relief and market access. In the first section, the note gives a brief empirical illustration on the incidence of poverty and on selected population and ODA trends in the least developed countries. The second section examines the degree to which targets 12 to 15 of Goal 8 are already included in the ICPD Programme of Action. In recalling that international support measures are essential to the achievement of other MDGs, the third section stresses the importance of population trends and dynamics with respect to the links between targets 12 to15 and the achievement of other MDGs.
